The International Civil Aviation Organisation (ICAO) has begun a high level workshop on Global Air Navigation Planning for Chief Executive Officers of all aviation agencies in Nigeria.

Primary objective of the Global Air Navigation Plan is to provide a framework for collaborative decision making, collaborative air navigation planning and collaborative implementation of plans through the Aviation System Block Upgrade (ASBU).

The four-day workshop which has all aviation parastatals helmsmen present was held at the Nigerian Civil Aviation Authority (NCAA) Headquarters Annex Conference Hall.

The workshop which is divided into strategic and tactical levels for top management and middle management is to provide framework for all-inclusive air navigation planning with strategic objectives of the global and regional air navigation plans. It is also to enhance global interoperability of systems and data so as to ensure a safe, secure, efficient, economic and seamless global (ATM) system that is environmentally sustainable.

The opening speech was delivered by Director General of NCAA, Captain Muhtar Usman on behalf of the Honourable Minister of State for Aviation, Senator Hadi Sirika.

According to DG, the workshop is in line with ICAO’s policy of ‘’No Country Left Behind’’. Therefore, great expectations had been placed on the outcome of the forum considering the high level participation of Chief Executive Officers. Similarly, all Executive Directors from major stakeholder agencies that are responsible for both air navigation planning and implementation are present.

Captain Usman called for active participation, interaction and brainstorming on how to develop and implement short, medium and long term strategy for an all-inclusive national air navigation plan. This will enable Nigeria achieve demand and capacity balancing within an acceptable level of safety performance in line with the ICAO’s projection and International Air Transport Association (IATA) of global traffic volume (15 years seasonal growth). 

He thanked high caliber of ICAO delegation led by Mr. Patrick Stephen Creamer, (Director of Air Navigation Bureau), together with delegations from ICAO West and Central (WACAF) Regional Office in Dakar, Senegal led by the Deputy Regional Director, Mr. Prosper Zo’o Minto’o and Nigerian Representative on ICAO Council , Capt. Nuhu Musa.

Others in the ICAO delegation are Ms. Olga De Frutos (Technical Officer, ICAO Air Navigation Bureau) and Mr. Francois Salambanga (Regional Chief Navigation Service Officer, ICAO WACAF Region)

Chief Executive Officers of aviation agencies present include Managing Director (MD), Federal Airports Authority of Nigeria (FAAN), Engr. Saleh Dunoma, MD Nigerian Airspace Management Agency (NAMA), Capt. Fola Akinkuotu, Accident investigation Bureau (AIB) Commissioner, Engr. Akin Olateru, Nigerian Meteorological Agency (NIMET) DG, Prof. Sani Abubakar Mashi, Rector, Nigerian College of Aviation Technology (NCAT), Zaria, Capt. Abdulsalam Mohammed.
