Engr.Godwin Gyang Balang General Manager –Air Operator Certification and Surveillance(Airworthiness Aspects)

Engr.Godwin Gyang Balang is currently the General Manager –Air Operator Certification and Surveillance(Airworthiness Aspects) with the Nigerian Civil Aviation Authority (NCAA) since November 2017. He is the current Chairman of NCAA Regulations Committee and has also recently been appointed the Deputy Vice Chairman of the Technical Committee-Regulations for the BAGASOO (Banjul Accord Group Safety Oversight Organization) comprising seven(7) countries.

Before then, he was the Safety and Quality Manager of Nesto Aviation Services Ltd 2016-2017. He was formerly the DirectorSafety and Quality for Atlantic Aviation Ltd and has over 18years of aviation regulatory and industry experience. He graduated from Riga Aviation University, Latvia Republic in 1996 with an MSc in Aeronautical Engineering (specialized in Avionics). He is a registered aeronautical engineer with the COREN (Council of Regulation of Engineering in Nigeria). He is a Corporate Member of the Nigerian Society of Engineers, Institute of Engineering Technology (UK), RAeS& Flight Safety Foundation and a licensed Aircraft Maintenance Engineer(Avionics). He is also a qualified Safety Management practitioner trained by ICAO, FAA and University of Southern California and a trained ISO 9001 Lead Auditor.

He possesses comprehensive knowledge of Aircraft/AOC/ATO/AMO Certification and Safety Management Systems- both from regulatory and industry perspectives. This is based on his aviation experience which solidly combines regulatory experience from the Nigerian Civil Aviation Authority (NCAA) and industry experience from leading airlines – Aero Contractors(Rotary Wing) and Atlantic Aviation/CHC Helicopter (a world leader in helicopter operations) as well as a trained aircraft Maintenance Instructor with Nigerian College of Aviation Technology. As an Aviation Safety Inspector with the NCAA, he was one of the first inspectors provided with ICAO train-the-trainer training on SMS in 2008. Godwin was a key team member used by NCAA to provide SMS training to the rest of NCAA personnel and many aviation service providers ranging from airlines to airport personnel.

While with Nesto Aviation Services , Atlantic Aviation and aero-contractors (RW), as a Safety and Quality Manager he successfully managed the implementation of SMS within those organizations which included training of all personnel and the use of different safety case models including BOW-TIE XP. He is very experienced in the use of different SMS software .

In the industry, he assisted Atlantic Aviation to implement new systems like Compliance Monitoring in Aircraft Maintenance and Integrated SMS/QMS based on CHC Helicopter models. CHC Helicopter operates a world-class network of AOCs and AMOs called HeliOne across the globe with a Global Supply Chain based in Amsterdam. Working with CHC Helicopter has immensely improved Godwin’s competencies with respect to the inner workings of world-class AOCs and international AMOs with particular emphasis on SMS Implementation.

Finally, Godwin is passionate and has hands-on industry experience in SMS implementation that would be helpful for states seeking direction on getting their SSPs implemented based on ICAO Annex 19 provisions.
