Background Under the unprecedented circumstances associated with the COVID-19 pandemic that is ravaging the whole world and has led to the imposition of flight restrictions in global Civil Aviation industry, the International Civil Aviation Organisation (ICAO) and Contracting States have found it expedient to put some contingency measures in places to alleviate the impact of the pandemic in the industry.
