ICAO encourages all contracting states to establish a Flight Operations Department alongside Training to meet the requirements set forth in the convention on international Civil Aviation. The organizational structure of the inspectorate within the NCAA hereinafter referred to as DOLTS has the following primary responsibilities: certification, inspection, licensing, investigation, enforcement, surveillance and counseling of operators.
