How do I import aircraft into Nigeria?
To import aircraft, the importer must:
- Obtain an Economic Licence (ATL, AOP, PNCF, PAAS) issued by the NCAA
- Apply for Ministerial Approval to Import Aircraft into Nigeria from the Federal Ministry of Aviation and Aerospace Development
- Apply to the Director General Civil Aviation of NCAA for Pre-importation inspection of the aircraft
- Submit All Operators Letter (AOL) 067 for used aircraft
- Make payment for the pre-importation inspection
- The importer must ensure that the aircraft complies with Part 7 of the Nig. CARs based on the intended usage of the aircraft.
For an aircraft that is to be used exclusively for general aviation and /or aerial works, there are no age restriction.
To import aircraft, the importer must:
i. Obtain an Economic License (ATL, AOP, PNCF, PAAS) issued by the NCAA
ii. Apply for Ministerial Approval to Import Aircraft into Nigeria from the Federal Ministry of Aviation and Aerospace Development
iii. Apply to the Director General Civil Aviation of NCAA for Pre-importation inspection of the aircraft
iv. Submit All Operators Letter (AOL) 067 for used aircraft
v. Make payment for the pre-importation inspection
vi. The importer must ensure that the aircraft complies with Part 7 of the Nig. CARs based on the intended usage of the aircraft.
Consumer Protection
When choosing a flight, you may need to consider the following tips:
i. Plan as far ahead as you can in order to get the lowest fare.
ii. Always demand to know the conditions attached to the type of ticket you purchase.
iii. Always enquire about the penalties for changing flights or reservations
iv. Ensure you get to the airport on time (2hours before departure time for Domestic flight and 3hours before departure time for international flight)
Make your complaint with the airline first and give the airline a chance to solve it. If the airline is unable to resolve your complaint, you can write the NCAA by filling a complaint form at the NCAA Consumer Protection desk at the airport or online via NCAA website (www.ncaa.gov.ng) or by e-mail: cpd@ncaa.gov.ng)
When your flight is delayed, you are entitled to:
a) Domestic flight:
Refreshments
after two (2) hours of scheduled time of departure.
Reimbursement
Beyond three (3) hours, the Air Carrier shall reimburse passengers the full value of their tickets
b) International Flight:
Refreshment
i. Delay between 2-4 hours, the Air Carrier shall provide refreshments such as soft drinks, snacks/meals, telephone call, SMS and e-mail.
Meal
ii. For 4 hours or more, the Air Carrier shall provide meal plus free calls, SMS and e-mail.
Hotel Accommodation
iii. When the reasonably expected time of departure is at least 6 hours after the time of departure previously announced, the Air carrier shall provide hotel accommodation and transport to and from the airport.
Compensation for Cancellations
a) Domestic flight:
i. 25% of fare or passenger ticket price unless passengers are informed of cancellation at least 24 hours before scheduled time of flight
ii. Right to reimbursement of the full value of your ticket
b) International Flight:
i. 30% of the fare or passenger ticket price unless passengers are informed of cancellation 7 days before scheduled time of flight
ii. Passengers can be offered re-routing if they are informed of cancellation between 3 and 7 days before the scheduled time of departure.
The liability of the Air Carrier in case of destruction, loss, damage or delay of baggage is USD1000 for domestic flights and SDR 1,288 for international flights. Passengers are also entitled to first need compensation of N10,000 for domestic flights and $170 for international flights for delayed luggage.
For a domestic flight, passengers have to be at the airport two hours before scheduled time of departure and three hours before scheduled time of departure for international flight.
You may be required to pay for a “No show” fee when you miss your flight and meet some other conditions as may be required by the airline.
You will be required to reschedule your flight depending on the type of airfare, seat availability and meeting some conditions that may be required by the airline. Some tickets types may not allow you make any changes after missing the flight.

- Must be a registered corporate entity capable of doing civil aviation business in Nigeria;
- Must indicate its intention by applying to the Appropriate Authority (NCAA); and
- Must meet all regulatory requirements.

Legal Service
The Nigeria Civil Aviation Regulations is currently sold for N100,000 although the fee is dependent on the cost of production.
The following are required to register legal interests in aircraft.
- Application.
- Support Application with relevant documents evidencing your legal interest in the subject aircraft.
- Pay processing fees.
- Upon review and confirmation of the legal interest, the Authority notes and registers same in the aircraft Registry.
Personnel Licensing
Applications to take NCAA knowledge test/examinations can be submitted at the Authority’s Headquarters in Abuja and the Regional Offices located in Lagos, kaduna and Enugu.
Knowledge Test results are valid for 24 Calendar months from the date of issuance of the result
Applicants who fail a knowledge test can apply to retake the test after presenting evidence of having received additional instructions from an Authorised Instructor in the areas of deficiencies
The passing grade for the NCAA knowledge Test is 75%

Class 2 medical certificate issued by an Authorised Aviation Medical Examiner (AAME) is required
NCAA converts or validates only licences/ratings issued by an ICAO Contracting State that meets the minimum Standards of Annex 1 to the Chicago Convention and the Nigeria Civil Aviation Regulations (Nig.CARs) Part 2- Personnel Licensing requirements

Yes. Any person who feels aggrieved about the decisions/actions of the Authority can appeal to the Director General, Civil Aviation by following the procedures contained in Personnel Licensing Advisory Circular- NCAA-AC-PEL053
Air Transport Regulation
- Valid Air Transport License (ATL) Nig.CARs, 2023; Part 18.3.2
- Valid Air Operator Certificate AOC
- Application to the Honourable Minister of Aviation with supporting documents as indicated in the Implementing Standards (IS) Part 18.5.1.1 (A)
- Application for Air Carrier Permit (ACP) with evidence of its domestic operation for at least six (6) months
- Issuance of Air Carrier Permit.

- On the fulfilment of all the requirements as outlined in Part 18 of the Nigeria Civil Aviation Regulation (Nig.CARs), 2023.
- Nigeria Civil Aviation Authority (NCAA) evaluate and assess supporting documents submitted with the airline’s application.
